Bulk transmission pipelines laid and rehabilitated for the Delhi Jal Board

Utility Engineering: Strengthening Delhi’s clear water mains

Share this Case Study:

Project Context

To address urban water deficits and improve distribution efficiency, the Delhi Jal Board commissioned the laying and rehabilitation of bulk clear water transmission mains.

The aim was to cut transmission losses and stabilize supply pressure across heavily populated zones, using leak-proof, high-capacity pipelines in tightly regulated rights-of-way.

Execution Challenge

Laying large-diameter clear water mains inside hyper-congested civic zones presented extreme logistical and geotechnical constraints.

Deep open-cut trenching directly intersected sensitive subsurface utility matrices, including active power grids and metro corridors, while daytime traffic networks prohibited lane closures.

Managing unstable alluvial soil parameters and high groundwater tables while crossing heavily populated thoroughfares required zero-vibration methods and precise structural shoring to eliminate nearby ground displacement risks.

Strategic Role

Mr Avarrsekar led the critical pre-bid positioning strategy, transforming abstract urban execution constraints into structured risk containment plans within the bid layout to maximise tender win probability.

He established a centralised project governance office to ensure rigid resource oversight across logistics tracks.

Being the primary interface with senior public works and DJB technocrats, he decoupled field engineering from multi-agency administrative bottlenecks, ensuring absolute timeline compliance.

Actions Taken

- Formulated an accelerated, micro-phased parallel timeline separating pipeline fabrication from section-by-section urban trenching tracks.

- Used trenchless micro-tunnelling and horizontal directional drilling beneath major intersections.

- Stabilized utility crossings with temporary structural suspension frameworks and multi-agency alignment.

- Enforced 100% radiographic weld profiling of large-diameter steel pipelines.

- Moved pipes through night-time logistics corridors to avoid lane disruption.

Outcome

The commissioned mains raised water pressure baselines and reduced non-revenue water losses in the target zones, with no interruption to municipal services during construction.

The project is a reference for laying utilities in dense, fully built-up cities.

Technical Data of Record

Scope of Work

Turnkey design, excavation, supply, laying, jointing and commissioning of large-diameter bulk clear water mains, with valve chamber rehabilitation and integration into municipal supply nodes.

Key Specifications & Challenges

Large-bore mild steel and ductile iron pipelines, food-grade epoxy lining, multi-layer polyethylene wrapping and electromagnetic flowmeters. Congested corridors, unmapped services, trenchless crossings, alluvial soil and high water tables.

Major Deliverables

Operational bulk transmission pipelines, rehabilitated valve networks, electromagnetic flow-audit loops and stabilized right-of-way junctions.

Result

Better supply pressure and lower non-revenue water, backed by 100% non-destructive testing, trench shoring and automated pit dewatering.
